Which free survey maker should you choose?

Choose Tally if collecting more than 100 responses is the priority. Its free plan permits unlimited forms and submissions, although fair-use rules still apply. It is the strongest all-round choice for a public survey that may receive a substantial number of replies.

Choose SpaceForms if you want to start without creating an account. It offers unlimited responses and can generate a survey from an AI description. It is newer and less established than the larger platforms, with fewer integrations than Typeform, Jotform and SurveyMonkey. Its public information does not clearly state the export options, so check that before collecting data you need to download.

For that no-signup route, SpaceForms also provides free NPS and CSAT calculators. Its site publishes survey-design guides covering topics such as Likert scales, employee surveys and course evaluations.

Choose Google Forms when respondents already use Google services or you need a familiar workflow. Responses can be sent to Google Sheets or downloaded as CSV. Google documents practical thresholds affecting response views and Sheets synchronisation, so “free” does not mean unlimited storage or unlimited handling of very large datasets.

Choose Fillout for conditional logic and integrations, provided 1,000 responses per month is enough. Choose Jotform for templates, payments or complex forms, but its 100 monthly submissions and five-form limit make it unsuitable for a large public survey.

Choose Typeform when presentation matters more than volume. The free plan allows unlimited typeforms but only 10 total responses per month across the account, so it is mainly suitable for testing or a small demonstration. Choose SurveyMonkey if you specifically want its established research workflow, while accepting the restricted free response access and 10-question limit.

Prices checked on 8 September 2026

The free prices above are shown in the providers’ published currency. Where paid upgrades were displayed, Tally showed $24 per month on its pricing page, while a separate Tally help page showed $29 per month. Typeform showed $39 per month, or $28 per month when billed annually. Jotform displayed $34 per month for Bronze when billed annually. Google Workspace Business Starter was listed at £7 per user per month, or £5.90 with an annual commitment in the UK. Fillout’s paid price was not publicly verified in the sources checked. SurveyMonkey displayed different official views, including $129 per month and $99 per month, so its paid price needs checking against the account and pricing page before purchase.

Anonymous surveys and account requirements

A survey is anonymous when it does not ask for identifying information and the creator has disabled email collection or login requirements. Do not ask for names, email addresses or phone numbers, and avoid combinations of demographic questions that could identify one person. Test the public link in a private browser window before sharing it.

Respondent access is separate from creator access. A creator may need an account to build a form even when respondents can answer without one. None of the information checked supports a claim that any of these services provides complete anonymity from all technical data processing.

What happens when the free limit is reached?

The result depends on the provider and the limit. A plan may restrict new submissions, exports, integrations, storage or response views. Tally and Fillout also publish fair-use or usage qualifications. Check the provider’s current terms before promoting a public survey, particularly if a large response volume is possible.

Frequently asked questions

Which free survey maker has unlimited responses?

SpaceForms and Tally advertise unlimited responses on their free plans. Google Forms has no simple advertised per-form response cap, but Google documents practical limits around storage, response views and Sheets synchronisation.

Can I make a survey without creating an account?

SpaceForms and Tally advertise no-signup creation or testing. Google Forms, Typeform, Jotform and SurveyMonkey require an account for the creator. Respondents generally do not need an account, but restrictions can be applied by the form owner.

How many free responses does Typeform allow?

Typeform’s free plan allows 10 responses per month across all forms. It permits unlimited typeforms, but that does not mean unlimited responses.
